Import Export Document Management: Invoices, Bills of Lading and Certificates of Origin in One Shipment File

Import export document management is gathering every document in a trade transaction, from the pro forma invoice to the customs declaration, into one file per shipment, with a record of who sent and approved what, and when. Done well, a missing document shows at a glance and papers can be found by file number years later.

Key takeaways

  • A single shipment's invoice, packing list, transport document, origin certificate and customs declaration can come from six different parties.
  • Give every shipment the same file number as its ERP record, and keep all documents and correspondence under that number.
  • Never delete a corrected invoice; store it as a new version so the version history shows which copy is valid.
  • The FBI IC3 reports $3.05 billion in US BEC losses in 2025; verify account changes through an independent channel.
  • In Türkiye, tax law requires five years' retention and commercial law ten; move closed shipment files to a read-only archive.

What documents are needed for import and export?

Even a single trade shipment produces a long chain of documents, and each one comes from a different party: customer, supplier, forwarder (freight forwarder), customs broker, insurer or bank. The table below summarises the documents most often found in an import or export file and who issues them.

DocumentWho issues it?What it is for
Pro forma invoice and order confirmationSellerSets out price and delivery terms in advance
Commercial invoiceSeller (exporter)Records the value of the goods and the parties; the core document for customs and payment
Packing listSellerGives package, weight and packing details
Transport document: bill of lading (B/L), CMR, AWBCarrier or forwarderShows the goods were received for carriage by sea, road or air
Certificate of origin, A.TR, EUR.1Issued by the exporter, endorsed by a chamber or customsProves the origin of the goods or entitlement to preferential treatment
Insurance policyInsurerCovers risk during transport
Analysis and conformity certificatesLaboratory or manufacturerShows the product meets technical and regulatory requirements
Bank documentsBankTies payment to documents in letter of credit and documentary collection deals
Customs declarationCustoms broker or declarantFormally declares the transaction to the customs authority

The name of the transport document depends on the mode: a bill of lading by sea, a CMR consignment note by road and an AWB (air waybill) by air. We look at the port side of the document flow in port logistics document digitalisation. For selling electronic devices into the EU, the declaration of conformity and technical file are covered in our guide to CE marking for electronic devices.

Why does trade paperwork end up scattered across inboxes?

Almost all trade paperwork travels by email. The operations specialist, the sales executive and the accounts team correspond about the same shipment from different mailboxes, and attachments pile up in personal inboxes, download folders or a shared drive folder called "2026 Exports". When a document is corrected and resent, working out which invoice is the final one means reading back through the thread. A rule-based way to move attachments into the shipment folder is covered in saving email attachments to document storage.

Paperwork scattered across inboxes does not just slow operations down; it gives fraudsters room to work. We describe freight payment fraud, fake bills of lading and agent impersonation in detail in logistics email fraud.

What does scattered trade paperwork cost a business?

The first cost of scattered paperwork is payment security. According to the FBI IC3 2025 Internet Crime Report, 24,768 business email compromise (BEC) complaints in the US reported total losses of $3.05 billion in 2025. In international trade the supplier is often abroad, phone verification is awkward, and an email saying "our bank account has changed" is all the more convincing; we set out a verification routine in bank detail change email fraud.

According to the Phishing Activity Trends Report, 2nd Quarter 2026 from APWG, which tracks phishing and email crime, the average amount requested in wire-transfer BEC attacks rose to $61,732, up 45% from the prior quarter.

The second cost is time. Atlassian's State of Teams 2025 survey of 12,000 knowledge workers found that teams waste 25% of their time just searching for answers. In trade that search usually happens under pressure, during a customs query, a bank request or a customer dispute. A team that cannot find a document asks the other party to send it again, which adds delay and looks disorganised to customers and suppliers alike.

The third cost is electronic volume. According to the Turkish Revenue Administration's (GİB) 2025 Annual Report, the number of taxpayers using e-Dispatch Note (e-İrsaliye) rose from 402,985 in 2024 to 632,288 at the end of 2025. As documents go digital there are more of them, and without structure there are more places to search. We cover the e-document side in e-invoice integration in Türkiye.

How to manage import export documents: seven steps

  1. Give every shipment a file number. All documents, emails and notes sit under that number, and it matches the order or shipment record in your ERP (enterprise resource planning) system. We explain the role of that record in ERP for SMEs.
  2. Define a standard shipment folder. Commercial documents, transport documents, origin and movement certificates, customs, bank and insurance, and correspondence appear as the same subfolders in every file.
  3. Build a document checklist. For imports and exports, list on one page which documents each payment method (advance payment, cash against goods, documents against payment, letter of credit) requires.
  4. Keep shared mailboxes apart from personal ones. Documents arriving at shared addresses such as "exports@" or "operations@" should not end up stuck in personal inboxes; per-person access is covered in shared mailbox management.
  5. Store corrected documents as new versions. When a supplier corrects and resends an invoice, the old one is not deleted and the new one is added as a version through file version control.
  6. Scrutinise emails carrying payment or bank details. Always verify account changes through an independent channel, and require two people to approve payment instructions.
  7. Archive closed files with a retention period. When a shipment is complete the file goes to a read-only archive, with clear rules on who can access it and for how long.

The difference between shipment-based document management and a scattered approach shows most at the moments a document is needed:

AreaScattered approachShipment-based approach
Where the document isPersonal inboxes, laptops, shared driveThe shipment file
Latest versionGuessed from the email threadVisible in version history
Missing documentDiscovered at customs or the bankSpotted early from the checklist
LeaversCorrespondence disappears with the mailboxThe file stays with the company
Audits and disputesDays of searchingAccessed by file number

With high document volumes and regular trading partners, orders, invoices and dispatch advices can also be sent system to system rather than as email attachments; we explain how in what is EDI.

How long should trade documents be kept?

How long trade documents must be kept is a legal matter. In Türkiye, Tax Procedure Law No. 213 (VUK) requires books and records to be kept for five years from the start of the calendar year after the one they relate to, and Turkish Commercial Code No. 6102 (TTK) requires commercial books and records to be kept for ten years. Procedures under regimes such as inward processing can also take a long time to close. We recommend drawing up a written data retention and disposal policy with your accountant.

Why import and export files need different templates

The import and export document chains look similar, but responsibility differs. On exports you produce most of the documents yourself, and errors usually come from an amount, weight or origin detail on the invoice not matching the transport or movement certificate. On imports others produce the documents, and the risks are incomplete or incorrect paperwork being spotted at customs, and fake payment instructions.

That is why two separate checklists work better. The export list focuses on consistency between documents; the import list focuses on completeness of what arrives and verification of payment details.

As of 2026, buyers are increasingly asking apparel exporters to the EU for documents such as supplier declarations and test reports. The EU's Ecodesign for Sustainable Products Regulation (ESPR, 2024/1781) has been in force since 18 July 2024 and introduces the digital product passport; the European Commission's 2025–2030 working plan, adopted on 16 April 2025, lists textiles among its priority product groups. The preparation steps are set out in our article on the digital product passport for textiles, and carbon reporting to the EU in CBAM reporting for Turkish exporters.

How does Digital Bridge set up trade document management?

Digital Bridge builds document order for trading companies by mapping how operations really work:

  • Discovery and needs analysis. We map which document comes from whom, through which channel, which mailboxes it collects in and who handles which shipment. We run this with the approach we use across logistics and transport.
  • One number shared with the ERP. We match the shipment file number to the order and shipment record in your ERP system and, where needed, connect the two through API integration.
  • Extracting data from documents. If fields on invoices, packing lists and transport documents are being retyped by hand, we read them automatically with document OCR (optical character recognition). The method is explained in OCR invoice processing.
  • Pilot shipments. We first run the shipments of one product group or one market in the new structure and test the checklist against real paperwork.

How do you manage a shipment file with Smart360?

Digital Bridge's own Smart360 family brings trade's two main document channels, email and files, together in one panel under one identity. Here is the scenario: a commercial invoice and packing list from an overseas supplier arrive in the "imports@" shared mailbox in SmartMail business email. From the attached invoice PDF, the parties, issue and due dates, subtotal, VAT, grand total, document number and tax number are extracted without downloading the file, and the email is automatically classified as invoice/payment.

The operations specialist saves the attachments to the shipment folder in SmartFiles document management in one click. When the supplier corrects and resends the invoice, the file uploaded to the same folder under the same name becomes a new version and the original is kept. A note ("certificate of origin awaited") is added to the file and a task assigned to the customs lead. A user with AI permission can ask the document, or the whole folder, "is there an insurance policy for this shipment?"

A checklist applied to a folder in SmartFiles lists complete and missing documents for each shipment subfolder, and a missing document can be requested from the other party through an upload link that needs no account. A retention period of 1 to 30 years can be set on the shipment archive; documents past their period are not deleted automatically but listed for the person responsible. While an audit or dispute is under way, an organisation administrator can place a legal hold on a document or folder, so it cannot be deleted or moved.

If an email claiming to be from the supplier says "our bank account has changed" that same week, SmartMail runs it through identity, structure and content checks, including SPF, DKIM, DMARC and PTR checks, lookalike domain and international character checks, Reply-To mismatch and an AI review of the text; signs of changed bank or payment details are weighed together with them. The result is a report with written reasons; the final decision, and verification through an independent channel, still rest with your team. A sensitive reply such as a payment confirmation can also be routed to one or more people for approval before it is sent. Our fake invoice email scams guide covers the invoice-side checks.

SmartMail's translation into 30 languages and writing support make correspondence with counterparties in different countries easier. Where a shared mailbox is assigned to a department, an operations specialist removed from that department loses access automatically, while the shipment files stay with the company in SmartFiles rather than disappearing with a personal inbox. In groups that run imports and exports through separate companies, each company's mailboxes and data are kept apart, and a person with access to several companies switches between them without re-entering a password; we explain the approach in email management for multiple companies.

SmartMail.com.tr and SmartFiles.com.tr are bought online, and the products open as soon as payment is confirmed. To buy, use the Buy SmartMail and Buy SmartFiles pages.

Questions we hear most often

Frequently Asked Questions

Which documents must an export file contain?

The core set for an export file is the commercial invoice, packing list, transport document (bill of lading, CMR or air waybill), customs declaration and, where required, a certificate of origin or movement certificates such as A.TR or EUR.1. Letter of credit deals add the documents the bank requires, and some products need analysis or conformity certificates. A checklist by payment method is the safest approach.

How do you manage import export documents?

Import export documents are managed by giving every shipment the same file number as its ERP record. All documents are collected in a shipment file with standard subfolders, and gaps are tracked with a checklist based on the payment method. Corrected documents are stored as new versions, bank detail changes are verified through an independent channel, and closed files go to a read-only archive with a retention period.

How long should trade documents be kept?

In Türkiye, the Tax Procedure Law requires books and records to be kept for five years from the start of the calendar year after the one they relate to, and the Turkish Commercial Code sets ten years for commercial books and records. Some customs regimes, such as inward processing, can take longer to close. It is advisable to fix exact periods by document type in a written retention policy agreed with your accountant.

Isn't keeping documents in email enough?

Not on its own. Email carries documents but does not organise them by shipment: attachments scatter across personal inboxes, the valid version of a corrected invoice has to be worked out from the thread, and correspondence can become inaccessible when an employee leaves. Using email as the inbound channel and collecting documents in a shipment file is a far more reliable arrangement.

How do we verify a bank detail change from an overseas supplier?

Do not use the contact details in the email. Verify through a phone number or contact person already held in the contract or earlier verified records. Ask the other party to state the new account's bank and country, require two-person approval for the change, and obtain confirmation of receipt after the first payment to the new account. If you cannot verify, hold the payment.

Do imports and exports need separate checklists?

Yes, two separate checklists work better. On exports the company produces most documents itself, so the list focuses on whether amount, weight and origin details agree across the invoice, transport document and movement certificate. On imports others produce the documents, so the list focuses on the completeness of incoming paperwork and on verifying payment details through an independent channel.

Do we need our ERP or a separate tool to extract data from documents?

That depends on your document volume and what your ERP can do. With few shipments, a tool that reads invoice details from email attachments may be enough. As volume grows, reading fields from invoices, packing lists and transport documents with OCR and passing them to the ERP reduces manual entry errors. The right structure is decided during discovery, after reviewing your existing systems.
